In 2002, viewing reform, attracting funds,“three projections”and increasing non-agriculture employment as their work pivots, Beijing township enterprises accelerated their second initiation, strengthened structure adjustment and improved investment environment, so that their economic strength and competition ability further boosted up. In 2002, the general income of township enterprises reached 140.79 billion Yuan, increasing 22% than that of 2001; increased income 30.98 billion Yuan, increasing 21.8% than that of last year; total benefit reached 9.84 billion Yuan, increasing 29.2% than that of last year. Increase speed and increase benefit raised synchronously. Export merchandise value reached 7.63 billion Yuan, increasing 21.3% than that of last year. These enterprises newly employed 55,000 rural farmers. Each farmer got 2690 Yuan from their enterprises, increasing 13% than that of last year and this income occupied 50% of farmer’s allocable income. For farmers, working in township enterprises is an important way to increase their income.

　　In 2002, Beijing suburbs took the advantages of joining WTO, successful application for Olympic Games and industry distribution adjustment, continued carrying on the policies of fund attracting and capital following, attracted funds from a high starting point in a wide field. Beijing suburbs mainly attracted the funds from transnational corporations and domestic well-known private enterprises and had got obvious effects. In the whole year of 2002, Beijing suburbs attracted 171 important investment projections, total funds reached 10.31 billion Yuan, attracted 100 well known enterprises, all of these enterprises invested more than 10 million Yuan. Among them, 2 enterprises were on the list of“500 great enterprises of the world”in 2001, 9 enterprises were on the list of“500 great national enterprises”, 7 enterprises were important national enterprises, 2 enterprises were on the list of“500 domestic great private enterprises”. Lots of well-known enterprises such as Huiyuan Fruit Juice, Tongyi beverage and Erduosi Cashmere Sweater, harvest Wine, have settled in Beijing suburbs.

　　In 2002, township enterprises completely broke the single situation of collective investment and realized a various investment structure by the ways of stock distributing, measuring and circulating. The capital stock of township enterprises reached 35.22 billion Yuan, increasing 100% than the amount before the Transforming. Collective investment decreased 31.1%; it only occupied 34.1% of total, private investment occupied 31.6% of total, increased 22%. Private enterprises’general income reached 60.34 billion Yuan, increased 13.13 billion Yuan, benefit reached 4.78 billion Yuan; respectively occupied 42.9%, 42.4% and 51.3% of township enterprises amount targets. Private enterprises have become an important part of township enterprises of Beijing suburbs.

　　In 2001, with the help from some relative municipal departments, regarding promoting technology cooperation and development as main task, Beijing suburbs depended on universities and colleges in Beijing, started the“Rainbow Projection”which consisted of many items including consultation and planning, attracting technologists, overcoming technological problems, training employees and special subject researching. The enterprises in Beijing suburbs applied 116 projections, among them, 40 items have successfully realized cooperation with 20 universities such as Beijing Technology University; technology cooperation channel has been founded. By the“511 projection”—a special education item for township enterprises, 18 thousand students graduated from senior and junior technological schools, 18.5 thousand technologists finished their professional title training, and 24 thousand employees finished their professional training in 2002. We attracted 455 newly developed productions, increasing 44% than that of 2001; financial investment reached 1.12 billion Yuan. Among these new productions, 118 productions occupied the advance position in China.

　　In 2002, three projections focusing on the construction of township industry community got new effects. The planned land area of 55 important township industry communities that were on the municipal construction list reached 85.5 square kilometers, among them, 39.2 square kilometers have been developed. Completed facility investment reached 4.72 billion Yuan, among them, increased investment in this year reached 1.05 billion Yuan. 1530 enterprises entered the communities, total investment amount reached 26.63 billion Yuan, among them, 26.63 billion Yuan has arrived. These enterprises absorbed 35 thousand farmers to be their employees, their total sales value reached 18.98 billion Yuan, total benefit reached 1.56 billion Yuan, total taxation reached 0.85 billion Yuan. The amount of farmer families who engaged in the second industry and the third industry reached 188 thousand, the amount of farmers were engaged in the second industry and the third industry reached 279 thousand, occupying 86% of total laborers, general income reached 38 billion Yuan, occupying 91% of total income of these specific villages. The amount of villages in which farmers’per capita average pure income was more than 10 thousand reached 268.
