In 2002, Beijing suburbs selected 6 kinds of agriculture to promote deep development in agriculture structure adjustment. By supporting local leading industry, process enterprises and farmers’specific cooperating economic organizations, promoting the construction of edible agriculture product safety system and standard production, agriculture structure adjustment has got greatly developed. By the end of 2002, among agriculture general production value, the value of breeding industry increased steadily, occupied 55.3% of the total. Beijing agriculture is transforming from quantity type to quality and benefit type.

　　Planting Industry Adjustment

　　In 2002, Beijing suburbs continued promoting agriculture industry adjustment and started realizing agriculture standardization. According to the thought of agriculture industrial management, Beijing suburbs stressed to support some planting industries that produce good quality edible corns, pasturages, vegetables, fruits, and other economic plants, including flowers, saplings and herbs. This measure made planting industry structure more reasonable. The safety level of planting industry products’quality improved steadily. Planting industry has realized a modern agriculture production condition with standardization, specialization and integration.

　　In 2002, 6 kinds of agriculture developed rapidly and continued playing a driving role in agriculture structure adjustment. In the whole year of 2002, the general production value of these 6 kinds of agriculture reached 2.67 billion Yuan, making agriculture production value increase 12.4%. Their contribution rate to agriculture production value reached 135.5%. Among them, the production values of facility agriculture, seed agriculture and foreign exchange earning agriculture respectively increased 28.1%, 20.9% and 17.4% than those of 2001. The incomes of specific breeding industry and sightseeing agriculture respectively increased 23.2% and 32.1%. The agriculture product processing increment rate reached 1:1.5.

　　Breeding Industry Adjustment

　　In 2002, the structure adjustment of breeding industry in Beijing suburbs was continued. The breeding mode has changed from extensive and dispersed mode to integrated and scientific house breeding mode. The production values of breeding communities and integrated pasture workshops had occupied 80% of the total production value of the breeding industry. The contribution rate to agriculture increase caused by breeding industry reached 64%. To meet the market needs, the breeding industry focusing on low polluted herbivorous cattle and poultry developed rapidly. In the whole year of 2002, the production amount of beef, mutton and poultry meat respectively increased 21% and 10.5% than those of 2001, the production amount of porker decreased 4%. Fine breed industry developed fast. The amount of municipal fine breed bases reached 107, the amount of municipal fine breed aqua farm reached 14. Among them, 7 fine breed bases have got the certifications of“National Important Fine Breed Base”, which is granted by Agriculture Department of China. Various fine breed systems have come into being.

　　Regional Economy

　　In 2002, Beijing suburbs continued view supporting leading industries of local economy as the pivot of industry adjustment. By strengthening macro instruction, exerting comparable advantages and integrating agricultural resources, Beijing suburbs optimized agriculture local distribution on a higher level. We supported 6 leading industries including seed industry, poultry breeding industry, aqua breeding industry, fruit planting industry, melon and vegetable planting industry, herb planting industry and some large-scale agriculture product production bases. In the whole year of 2001, economic plants’planting area increased 400 thousand Mu; pasturage’s planting area increased 80 thousand Mu; herb’s planting area increased 10 thousand Mu; vegetable’s planting area increased 100 thousand Mu; sweet melon’s planting area increased 16 thousand Mu. The area of new planting and replanting fruit trees reached 200 thousand Mu; the area of new planting sapling reached 40 thousand Mu. In order to support leading industries, we emphasized standardization construction of 52 planting bases. Recently, 5 specific planting industry towns 5 and 50 specific planting industry villages emerged. The amounts of specific planting industry towns and villages respectively reached 56 and 560. Breeding industry moved from near suburb area to far suburb area. The amount of breeding bases in the circle of the fifth loop road reduced 39%. 30 municipal breeding communities appeared in seven mountain counties and districts. Newly increased supply amount of cattle and poultry reached 740 thousand, the amount of breeding communities in far suburbs reached 283, occupied 97.6% of total. The condition that breeding industry communities mainly locate in far suburb has formed.

　　In order to improving quality and competition of agriculture products and promoting Beijing suburbs to join the world, in 2002, the project of Agriculture Standardization Year was started. On the bases of investigations and researches, Beijing suburbs established and emended the production standards for 5 kinds of fruits, 16 kinds of vegetables and seeds. Among them, 91 municipal standard items were emended. Beijing suburbs trained 2000 standardization production staff. Aiming at supporting leading industry of planting industry and construction of edible agriculture product safe production bases, Beijing suburbs finished the construction of 110 standardization bases of pasturages, vegetables, herbs, corns, fruits, flowers, saplings and melons. In their production processes, these bases abided by their industry standards strictly. They took good demonstration effects in promoting agriculture standardization. The standardization management in the process of seed selecting, breeding, disease preventing, feedstuff and medicine using has been realized in 100 large scale breeding communities, which had good foundation. Beijing suburbs mainly supported 60 standardization breeding demonstration bases, improved breeding environment. The production level and quality were boosted greatly.

　　In 2002, farmers in Beijing suburbs arranged their work around the central task of income increase and agriculture structure adjustment. Beijing suburbs promoted integration mode in agriculture production; industrialization mode in management, localization in industry distribution and internationalization of product markets. We worked hard to realize the innovations in agriculture science structure, market structure and service structure, made agriculture industry structure better, distribution of resources more reasonable and agriculture products’competition stronger. In 2002, the agriculture general production value reached 23.55 billion Yuan, increasing 10% than that of 2001; the increased agriculture production value reached 9.8 billion Yuan, increasing 5.3% than that of 2001.

　　In 2002, Beijing suburbs arranged their work around the center task of the Projection 115, carefully carried out the national measures to support leading enterprises. Beijing suburbs mainly supported some agriculture product processing enterprises and some farmers’specific cooperating economic organizations. By policy instructing, finance supporting and training, we improved their management level, technical strength and competition ability. They greatly exerted their radiant effects. A new specific industrial management mode in which processing enterprises and farmers’specific cooperating economic organizations are leaders and media, companies accompany breeding community and farmers’specific cooperating economic organizations, has got obvious benefit. For example, dairy industry used the methods of governmental bidding and material supporting to equipped 74 big dairy cooperation societies with milking machine, milk refrigeration cans and milk can transport equipment, improved societies’service functions. 150 dairy communities and 5000 dairy farm families realized mechanized milking, so that the milk quality was improved greatly. They provided milk-processing enterprises with safe milk, decreased processing cost, reduced productive and processing steps and promoted the industrialization in dairy industry. Now Beijing suburbs’dairy industry, chicken-breeding industry, cattle breeding industry, pig-breeding industry and duck breeding industry have got great developed. Their leading enterprises are Sanyuan Dairy Comp. Huadu Comp., Kunpeng Comp. and Beijing Duck Comp respectively. By the end of 2002, there were 832 agriculture product processing leading enterprises, their yearly sales value reached 17.74 billion Yuan, increasing 22% than that of 2001. They supported 470 thousand farmer families. These families’average annual income reached 12 thousand Yuan. Agriculture product processing rate reached 51%, increasing 96% than that of 2001. The amount of farmers’specific cooperating economic organizations was 2030. The amount of farmer families that joined these organizations was 342,000. The general capital amount of these organizations reached 4 billion. Their sales value reached 4.14 billion Yuan in 2002 and the increased income of each family reached 3672.5 Yuan.

　　In 2002, Beijing suburbs enhanced the management strength to safe production of edible agriculture products. The municipal government started“safe food projection”and the joint work between safe edible agriculture product production bases and markets. 128 safe vegetable production bases were listed in the safe food projection. Some breeding bases and appointed abattoirs established their supply-demand relationships. Municipal and local financial departments appropriated special funds to support the management, examination and authentication of“Green Safe Food Production”. After the selecting and examining in 1000 applicants, 108 applicants got the certifications, and the total authorized companies reached 329. We strengthened the supervision to production quality, finished selective examinations and rechecks to 67 authorized enterprises in 12 districts and counties. The Department of Agriculture have finished 5 selective examinations in Beijing, the results showed that vegetable’s pesticide pollution rate and porker muscle activator pollution rate respectively reduced 64% and 92% than those of in 2001.
